On The Leadership Ability Of The Villages' And Towns' Leaders From The View Of Socialist New Country Construction

Peasant's problems pierce through in our country the revolution, socialism construct to open and reform of each period. In recent years, our country's economy gains continual development, with the achievement of reformation and opening and socialistic market. However, our country's peasants have no real enjoy the harvest. The gap between the city and the country is enlarging. The Party and the State Department emphasize the importance of solving the "san nong's problems" for many times, and make a series of decision-makings. The 5th Conference of 16th CCP made a great strategic decision to build Socialist New Country. As a systemic project, it is necessary to put both of the effort from peasants, central government and local governments. In such a complex system, the villages and towns government is very important to connect CCP, state and peasants, thus the leadership ability of villages' and towns' leaders. Considering this situation, this paper tries to find a way-out to improve the leadership ability so as to make some contribution to Socialist New Country Construction by analyzing the present situation according to the corresponding requirements. The value of this paper is to give some feasible suggestions to improve the leadership ability by focusing on the human resource of the villages and towns government, especially the leadership ability.This paper is constructed by six parts. Part 1, research background and situation, meaning, methodology, research plan, frame. Part 2, the basic theories of the leadership ability from domestic and foreign perspectives, and corresponding revelation. Part 3, analyzing the challenges to the leadership ability from Socialist New Country Construction, which are executive, communication, impelling and infection, organization, foreseeing and decision. Part 4, analyzing the situation and difficulties of the leadership ability of villages' and towns' leaders. Part 5, propose the corresponding way-out: transform function of the town government, well design the corresponding organization; improve the human resource mechanism, strictly choose the leaders, strengthen training on leaders; more practice; complete testing and prompting mechanism. Part 6, conclusion.The innovation of this paper is to find resolution to promote Socialist New Country Construction by upgrading the leadership ability of villages' and towns' leaders. The weakness is lack of the quality research because of no fund to support.
