Study On Training Public Officers Within Inspection And Quarantine System In Hunan Province

The entry-exit inspection and quarantine bureau is an important governmental department concerned the import and export inspection, health quarantine, animal and plant quarantine, the safety, standardization and certification of import and export goods. It is also the major executive agency for the law and regulations of People' Republic of China,such as the law of the People's Republic of China on import and export commodity inspection, on the Entry and Exit Animal and Plant Quarantine, Frontier Health and Quarantine law, Food Safety Law, regulations of the people's republic of china on certification and accreditation. The civil servants of entry-exit inspection and quarantine system are the concrete executives for the law and regulations mentioned before,and the concrete implementer for safe,healthy,environmentally protective and anti-fraudulent entry-exit goods, entry-exit personnel, entry-exit transportation, and protecters for national sovereignty, economic stability, and safety of people'lives and property. Under the new circumstance of implementing the scientific concept of development and building a harmonious society, the reinforcement of the training and the strenth of quality and ability of the civil servants of the inspection and quanrantine bureau are of vital importance to implement the laws and regulations, to construct a stronge economy, to meet the challenge after the succession to WTO, to promote the development of export-oriented economy, and to build China into a strong, prosperous,democratic and culturally advanced socialist modern state and harmonious society. Therefore, through training, setting up a high-quality, professionalized team of personnel for entry-exit inspection and guarantine department has become an important research topic.This paper takes the civil servants' training of Hunan Entry-exit Inspection and Quarantine Bureau as a subject, and adopt the empirical research methods that combining the theory with the practice. On the foundation of the concepts ang theories of civil servants' training, and by means of drawing the experience of civil servants'training and making a reference to staff-training in buziness enterprise, the paper analyse the current situation in Hunan Entry-exit Inspection and Quarantine system, the aspects that need to be further improved and the reasons for that. What's more, the paper propose measures and suggestions on reinforcement and innovation of the civil servants'training of Hunan Entry-exit Inspection and Quarantine system.In recent years,under the leadership of National Personnel Department,the training mechanism has been constantly approved and updated,and the work related to training has gained obvious achievements. Moreover,the overall quality of the personnel has been improved. However,there is still much room for improvement according to the analysis of related theories, such as training concept, demand analysis, training methods and traing mechanism. In order to better the training work in Hunan Entry-exit Inspection and Quarantine system, the following rules are recommended:advanced training concept, accurate demand analysis, scientific training methods, rational traing mechanism. Especially in traing mechanism, the paper focuses on strengthening training supervision mechanism, training inspiration mechanism, training theory discussion mechaniam, training investment mechanism.ect.
