With the implement of 'the Officials' Accountability' in the year of 2003, it has brought about great effects. Among all the effects, first of all, the strength is great and the effect is obvious. One basic tendency of 'the Officials' Accountability' is to ask the officials to answer for all their policies and actions without taking his rank and position into account, which expresses the decision and the strength of 'the Officials' Accountability'. Secondly, the range of it is very wide. The reasons of being answered for the responsibilities are different, for example, the low working efficiency, the poor ability of implementing, the lack awareness of responsibility (it includes hiding the truth, making a false report, delaying to report, and so on.); what's more, breaking the schedule of law, judging blindly, administrating illegally or uncritically and supervising inefficiently, damaging the image of the government or resulting the significant loss, these are all the reasons of being responsible for their decisions and actions. As for the coverage of 'the Officials' Accountability', it has reflected from the center government to the local government, from the administration department to the party and government bodies, from the fields of more accidents to the other fields. At the same time, the ways of 'the Officials' Accountability' are diverse, such as being dismissed from the office, being recorded a demerit, being criticized publicly, being taken the blame and resign. What's more, we can see from the status quo that 'the Officials' Accountability' is becoming more and more familiar. Thirdly, 'the Officials' Accountability' is institutionalizing, it is developing from the accountability of power to the accountability of the accountable system. In the recent years, a lot of regulations of the Party and quite a number of laws and statutes were issued, which provide the primary basis of system for 'the Officials' Accountability'. These regulations and statues make some stipulations about the contents for 'theOfficials' Accountability', which provide the foundation and make 'the Officials' Accountability' develop in the track of legalization and standardization.The institutionalization of 'the Officials' Accountability' in our country will have great significance during the course of deepening the administration reformation, especially the personnel reformation of our country, at the same time, it has great significance to improve the administration efficiency and form the new culture of administration. For the purposes of the above, the thesis analyzes especially on deepening the personnel reformation primarily. The thesis can be divided into four parts:In the first part, it discusses the significance of choosing the topic in the beginning, and then briefly introduces some articles about 'the Officials' Accountability' of the recent years, in the last passages of this part, it analyzes the significance of 'the Officials'Accountability'.In the second part, this dissertation roundly analyzes the international and domestic background, theory, and policy of implementing 'the Officials' Accountability'. And then, it expounds the connotation of 'the Officials' Accountability'.In the third part, this thesis generalizes the course of 'the Officials' Accountability' in our own country, and then emphasizes on discussing its practical predicament during the course of implementing.In the last part, this article brings forward some related policies to resolve the practical predicaments of 'the Officials' Accountability'.
