Research On The Normalization And Institutionalization Of The Official Accountability System

The Official Accountability system comes from the modern west and is the outcome from party and parliament system. Now it is a complete operational system and jurisprudence through a long time. The Official Accountability system aims at supervising and restricting administrative behaviors of administrative subjects. As a result, it promotes development of social legalization at a certain extent. However, in China, the Official Accountability system began from the SARS period,and then is spread all over the country. It has brought about great effects. Among all the effects, first of all, the strength is great and the effect is obvious. One basic tendency of the Official Accountability is to ask the officials to answer for all their policies and actions without taking his rank and position into account,which expresses the decision and the strength of the Official Accountability.Secondly, the range of it is very wide. As for the coverage of the Official Accountability,it has reflected from the center government to the local government, from the administration department to the party and government bodies, from the fields of more accidents to the other fields.At the same time,the ways of the Official Accountability are diverse,we can see from the status quo that the Official Accountability is becoming more and more familiar.Thirdly,the Official Accountability is institutionalizing.it is developing from the accountability of power to the accountability of the accountable system.With the accountability system being popularized, many scholars began extensive research on it. It has become the focus of circles of politics, administration, management and law.In the recent years,a lot of regulations of the Party and quite a number of laws and statutes were issued, which provide the primary basis of system for the Official Accountability.These regulations and statues make some stipulations about the contents for the Official Accountability, which provide the foundation and make the Official Accountability develop in the track of normalization and institutionalization.The normalization and institutionalization of the Official Accountability in our country will have great significance during the course of deepening the administration reformation,especially the personnel reformation of our country, at the same time, it has great significance to improve the administration efficiency and form the new culture of administration. For the purposes of the above, the thesis analyzes especially on the reformation of the Official Accountability primarily. The thesis can be divided into four parts:In the first part, it discusses the significance of choosing the topic in the beginning,and then briefly introduces some articles about the Official Accountability of the recent years, in the last passages of this part, it analyzes the significance of the Official Accountability.In the second part, this dissertation roundly analyzes the international and domestic background,theory,and policy of implementing the Official Accountability,And then,it expounds the connotation of the Official Accountability.In the third part, this thesis generalizes the course of the Official Accountability in our own country, and then emphasizes on discussing its practical predicament during the course of implementing.In the last part, this article brings forward some related policies to resolve the practical predicaments of the Official Accountability.
