Public Human Resource Management is introduced from Human Resource Management idea of business circles in terms of its successful experience. From perspective of values, Public Human Resource Management demands to actively impulse the exertion of Human Resource function and the exploitation of Human Resource proficiency so that both the organization and the individual can succeed. Chinese personnel distribution system evolves from the idea of the traditional administration system viewing people as cost and burden. With the issue of Civil Servant Law, China has been carrying out the Public Human Resource Management, but many aspects of the old system are kept in actual practice. In the light of Civil Servant registration fad in the recent years, the official-oriented ideology is still serious with problems such as the Public Human Resource's weak professional consciousness, the non-professional skills and the individual development moral. As a result, the individual development target can not be matched with the organization target, which is the most serious factor that troubles the public management sectors in the knowledge-based economy ages. It and is the greatest obstacle to the realization of the Party's Central Committee's significant strategies such as building the well-off society in an all-round way, accomplishing scientific concept of developing, constructing a harmonious society construction. Apart from that, it is a restrictive factor to China's participation in international competition.This dissertation analyzes the causes of professionalization problems of the Public Human Resource, and puts forward implementation methods of the Public Human Resource professionalization such as building scientific training and educating system, planning career development of civil servant, improving competition and inspiration mechanism and metabolic system, and amplifying supervision and restriction mechanism.
