With the coming of knowledge economy, human capital is regarded as an important condition for creating the worth of society .To meet the powerful national challenge, to strengthen the government competitive ability; the government is faced with the complex social surroundings. Human recourses have become the first recourse of our country .The human recourses management is also become the central task of our government.Civil service system in China has been established for nearly fifteen years, but for the shorter period establishment of that system and the special period of our government reform. The present civil service system shows some shortcomings and mistakes.The ultimate objective of this paper is tried to improve and develop the civil service system of our nation. The author through the exhaustive study of great quantity of literatures generalized the conclusion from the theories and numerous facts that the tendency of management methods is becoming more and more flexible, and the tactical placement of human resources is also becoming more and more noticeable. Thus, made the professionalization of civil servant unaviodable. The theories of public choice and new public management have become the base of new direction to the government adoption of the market principle. After that, the author then analyzed in very great details of some western government reform movements. The author found although all country is not identity with each other's reform methods, the common purpose of the reform is very alike. It is to change into a service-type government with the customer-orientation, the convergent evolution between government and private sector . The practice proved the great progress that each country has made in professionalization of civil servant, such as the construction of occupational consciousness, professional skill etc. the theoretical premise and the practice gave the helpful guidance to our country's civil service system reform.According to the facts and the essence of the civil service system development, the professionalization of civil servant is become an irrecusable premise and an inevitable result. The author makes a basic design for that purpose. To change the occupational consciousness, the professional careers design is the basic methods. Then change the employment, examination and vocational training methods are also suggested in this paper.
