Concept of Public Service-oriented Government(a). Concept of Public service-oriented government.Public service-oriented government refers to providing citizens with public goods and services, which produced by government, consumed and shared equally by all citizens. The basic points of public service are meeting requirements of the citizens and sharing equally by all citizens.The concept of public goods is different from that of private goods. Public goods refer to non-competitive and non-exclusive products.Public service is the service behavior that provided by the public sections and granted public sections in order to meet the social public requirements. It includes two services of pure public goods and granted public goods.The concept of public service is broader than that of public goods. Public service is public goods in the maximal sense of social welfare, it implies a value judgment, that is what the Government should provide. Considering the competitive characteristics of medical service consumption and the social development, the government should offer whole or partly health care.(b) Contents of public service.Public services include maintenance, economic and social services. Maintenance service refers to service of ensuring ruling order, marketing order and state security. Economic public service is the service that government provides in order to improve the economic development. Social public service is the service that government provides to promote social justice and harmony.(c). Public service-oriented government scientific connotation.Public service-oriented government is formed through legal procedure in the will of citizens, and performs its function in social and the public services.(d). Features of Service-oriented Government.Service-oriented government is a citizen-centered, limited, law, effective, transparent government(e). Service-oriented Government Standard Building standards of service-oriented government includes service input, service coverage, service system improvement, and governmental standardization and performance standards.B. Developed countries construction experience and inspiration on public service-oriented governmentThe construction experience we should gain is to strengthen the functions of the government, reform administration management, improve service quality, push administration government reform forward continuously and optimize governmental organizations. The inspiration we should draw from the experience is to handle the relations between public services and economy development correctly, to push public services and social security forward actively and steadily, to handle the government management and social administration properly, to develop non-governmental organizations and promote community building in order not to effect economic social development. Public service-oriented government building should be combined with our national conditions. We should deal with the relationship between the government, market and the community in the supply of public services correctly.C. Intermediary organizations have not completely developed and are in absence of social administration. E-commerce is not well developed and in a low level.(c). Service-oriented government construction in ethnic minority region is in the shortage of money.The government functions in ethnic minority region are weak. Expenditure on Government's public services is in low proportion. The serious contradictions that public goods supply couldn't not meet the fast growing need of public services exist.(d). Transformation of government functions lagging behind economic reform in ethnic regions.In order to prevent the government"overruns". Enterprises should separate from government. The government should do what it does, should not interferes marketing, enterprises and non-governmental affairs.The absence of government functions. The report of the 16th National Party Congress clearly states that the government has four functions. It has economic adjustment, market regulation, social management and public services functions. But sometimes movement hasn't fulfilled its duties in government production and supply public goods and services. The public education, public health and city utility services have not yet meet the social need.D. Countermeasures promoting national service-oriented government in ethnic region(a). Change our concepts, build the modern government.Modern government is democratic government. The sovereignty belongs to people, not to a person or interest groups.We should stick to the concept of"Non-Ban".
