In recent years, cities in the developed areas of China have experienced fast and swift advancement towards modernization. New successions that are driven by the adjustments of industrial structure, and function displacements have taken place to the general layout of cities. This trend could be seen from the processes of rebuilding the centre of many cities which include the regeneration of the the area of Da Shi'r Lan in front door area of Beijing, the lake-shore area along the Westlake in Hangzhou and the Xintiandi?Shanghai. The interrelationships among those factors such as political, economic, social and cultural forces do contribute to these alterations in an invisible way. These relationships might include the re-examination of the values of the lands in cities according to"rental theory", the alteration of lands that were for industrial uses to coruscate the vigor of the city, the development of public infrastructures led by government whose purpose is to stimulate the local economy to go up, the claims for benefits made by real estate developers and citizen's prospect for good living environment. With the knowledge of public management, the penman anatomizes from government's point of view the real meaning of and the related role played by the government and its related policies in the process of regeneration and development of cities. To reveal and assess the actual outcome of these factors is also a vital objective.The Wujiaochang in shanghai is a relatively successful case. Since it is a typical, representative and model one, this article chooses it as the objective of demonstration research. Through the analysis and investigation of the regeneration of Wujiaochang, the research focuses on the analysis of the role that the government plays in the whole process and construct the relationship of"theory -- practice"with the common administrative theory which we learned and the experience of managements from the government, so that to practice a studying process of thesis writing and research to have an experience of studying and practicing research methodology. Meanwhile, it is expected that the research will be used for reference for our city and other cities in China.
