" Urban Regeneration " is a concept sourced from the western countries. Actually, since the date of birth, as an whole organic one, city’s self-improvement and development is the original sense of the city regeneration. The modern sense of urban regeneration originated from the industrial revolution,in the powerful driving force of technology and material, people’s awareness of urban planning and layout, the improvement of the living environment, ancient heritage protection is more than the previous. Although the concept of urban regeneration was carried out until the1950s by the western scholars, it get a lot of attention. According to the historical background at that time, under the large-scale urban reform practice and constantly inspection, it promote the profound of urban regeneration’s connotation and extension. Urban regeneration is considered to be a comprehensive process including various internal factors,the political,economic, cultural, social factors.the content updated from the pure "hard" aspect like material and form update,spreads to the "soft"aspect like social and culture network, neighborhood relationship and people’s psychological identity. Obviously, there is no doubt that urban regeneration will bring about distinguish effect:the rationalization of city layout structure, the ascend of Urban living environment quality; with this process is the point to stimulate economic development; it also can exposure urban social problems and by the solving process to ease social contradictions.China’s urban regeneration is distinct with western countries’because of Chinese special political, economic and social environment, even if in the same big trend.China’s urban regeneration developed slowly until the90s. After that, relative loose political environment and market economy brought an unprecedented power and vitality for the large scale urban regeneration. Large-scale urban regeneration has brought great changes in China’s urban development and high-speed urbanization. There is no doubt that China’s development is inseparable from the development of the city. But we should also see that, in the process some unprofessional and unscientific factors is still strong, administrative power control the urban regeneration and planning process.these all exposed a lot of problems, some even affect social stability and harmony. The current China’s urban regeneration process and operation mechanism exist many imbalances what will seriously affect the efficiency of resource allocation and the benefit of the urban regeneration. The government, developers, community residents and other related interest subjects due to different interests derive generate a lot of conflict. To solve these problems, firstly, we must clear of the urban regeneration’s main body and their role positioning, analyzes their interest demand; Second, using mechanism theoretical to analysis different stakeholders in the game, it analyzes the internal imbalances and the causes of the imbalance; At last, from the perspective of constructing mechanism to seek the optimization and management for the operation mechanism.Based on the former urban regeneration research knowledge and summary basis, through the mechanism theory to analyze the current China’s urban regeneration mechanism,the main benefit body and their interaction relations; The urban regeneration’s driving factors; Urban regeneration decision and implementation process.The innovation is that, first of all, using the mechanism design theory to analysis the urban regeneration mechanism. The new theory tools as methodology, on the whole to grasp the characteristics of the mechanism to analysis the specific problems in deep. Secondly, based on the urban regeneration in China appeared in practice, through the reason factor analysis, points out that the root of the problem is the lack of public and the indifference of social fairness.
