People of modern society are paying more and more attention to self-development fully with the advance of society life level and education and the more requirements for their self-realization and self-rights. Because for more people, their careers are the part of the life on which they put most time and vigor, they are satisfied with wealth and mental requirement through career mainly.For public department, especially public security department, human resource contradiction appear obviously, because administrative management is more and more difficult, people's requirements for administrative job are raising, people's expectation for public department is increasing. But for a long time, administration organ classify personnel management traditionally, so it lacks whole plan for human resources, restrict the self-development space of human resources, not make use of human resources fully, waste the talents resources development and investment and waste the human resources worst.To above-mentioned questions, the article tries to combine quantify analyze with quality analyze, research the young police's attitude, point and expectation to their career development through the survey of young police's thought condition by the example of young police of Shanghai Pudong public security bureau. And it demonstrates that it is very essential and urgent to manage the young police's career through analyzing the reason of the matter which happens when public security bureau manage the human resource.At the same time, the article provides the advice for public security organ about the reasonable and scientific designation on the young police career development. And it explains that how to combine the job requirements and condition to coordinate with human resource to develop career planning management for young police (special to newcomers in one year ) and get the system that the communist youth league participate in human resource development. At last, it analyzes and evaluates difficulty and expectation that public security organs manage the young police careers.
