The biggest breakthrough after the opening reform in china is that planned economy has been replaced with market economy, whereas in the administrative area is the establishment of civil servant system. After the development over a decade, china's civil service team has made considerable progress in such aspects like specialization and standardization and so on. However, there still exists shortcomings in experience, ideas, standardization of system and many other aspects in comparison with the mature civil servant management of Western countries, especially there's a relatively big gap between the world's advanced performance level and ours.The performance is the reflection of value of a civil servant's work as well as the guarantee to fulfill national administrative function. Also attaching great importance to the enhancement of civil servants'performance, China has stipulated some specific norms to assess their performance of ability and integrity as well as the real achievements in work. Although the assessment, to a certain degree, has exactly played a positive role in enhancing their specialized expertise and work efficiency in China, there're still existing quite a few problems, such as the phenomenon of"the rule by men", the problem of lack of standards and supervision…etc, all of which are directly related to the vulnerable basic theory of our civil servant management other than an accidental phenomenon.Max Weber's"bureaucracy"is both the essence of Western classical organization theory as well as regarded as the"Bible"of national administrative organization and management in the West. Weber's administrative management theory plays an importantly enlightening role in overcoming drawbacks of kinds of tradition ruling mode, including China's"feudal autocracy", that's why Weber's"bureaucracy"theory can be considered as the theoretical foundation of the establishment of civil servant system. Therefore, bring Weber's"bureaucracy"spirit into the practice of our country's civil servant management will be a right remedy to correct the problem of"the rule by men"during the assessment. Of course, Weber's"bureaucracy"is not a perfect theory, among which the idea of"tool rationality"results in low efficiency in civil servants'work. To avoid making risks, civil servants are more willing to be observing rules docilely and doing things conventionally, which in turn is hard to improve their work performance.Referring to the experience of enterprise management, modern Western countries have put forward to some new theories and methods to improve civil servants'performance, which has been regarded as a new tendency and generally known as"New Public Management". This new theory injects the idea of"performance going first"into the civil servant system and apply these successful managerial methods and theories of enterprise to civil servant management, which not only has broken the mechanical situation, but also improve their performance remarkably in the West. China should make research of and refer to the Western experience when it comes to innovation of civil servant assessment system."Performance management"has been generally adopted at present by large-sized enterprises in the West. Focusing on the basis of enterprise's strategic objective, development planning and analysis of employees'concrete position, it is not only used to define the work norm, but also to ensure the effectiveness of performance management through improvement with emphasis on the idea of"humanism"as well as communication and commitment. The characteristics of performance management is a advantage of overcoming the problem of assessment of civil servant , with which will play a positive role in enhancing our country's civil servants'performance by making innovation of our traditional assessment system.
