With the boom in the concept of performance management,governments are constantly exploring and researching ways of perfecting the internal management.The management of civil servants,as a component of the government,has become one of the issues of wide concern in the field of public management.Accurately and scientifically assessing the performance of civil servants in their daily work is an important guarantee to achieve the goal of modern government management.Although the concept of civil servants' assessment at ordinary times has been put forward for many years,how should we effectively carry out civil servants' assessment at ordinary times? How should we design the index system of assessment at ordinary times? How should we standardize the normal assessment process? How should we make better use of the usual assessment results? How should we strengthen the supervision of assessment at ordinary times? These problems have never been solved well.Based on the relevant theoretical knowledge of public management and government performance management,this paper takes the assessment of grass-roots civil servants in Hangzhou as a case,and analyses the current situation of the assessment of civil servants in Hangzhou through investigation and statistical analysis.The study finds that problems and shortages in following fields: the attention to assessment,the classification of assessment objects,the executors of assessment,the application of assessment results and the feedback mechanism of assessment.Finally,it puts forward suggestions from two dimensions of theory and practice,which can provide reference for better solving the problems in civil servants' assessment at ordinary times,and also provide experience for better promoting the transformation of functions of Party and government organizations.
