With the advent of 21st Century, worldwide military transformation has developed into depth. Military competition with informationization as its main characteristics increasingly pricks up. Information literacy has become an essential factor of battle effectiveness. As one of the "five troops" of the top priority in the process of informationization, the information literacy of the N.C.O has vital effects on advancing military transformation with Chinese characteristics and accomplishing the leapfrogging development of our military modernization. But the present N.C.O cadets' information education in military academies is still at its fledgling stage. In its computer literacy based curriculum, there are some issues requiring further concern: ambiguous training goals, absence of specific target, inappropriate teaching content, and single evaluation approach. In the purpose of advancing the development of N.C.O personnel and N.C.O education reform, this study analyses basic connotation of N.C.O cadets' information literacy; designs survey questionnaires and investigates the N.C.O cadets' characteristics and their knowledge, skills, awareness and ethic perspective of information, puts forward several strategies in improving N.C.O cadets' information literacy in military academies, and seeks to prove the effectiveness of these strategies through instruction experiments. The significance of this study is far beyond advancing the reform of N.C.O cadets' computer instruction and accelerating N.C.O cadets' information literacy education. Instead, it endeavors to explore N.C.O education reform, proposes a tentative new N.C.O instruction mode, provides sustainable support for post-training and lifelong learning of N.C.O, and cultivate large quantities of new-type quality N.C.O personnel that meet the need of informationization of our military forces and are competent for combat missions under informationalized conditions.
