Government performance evaluation was firstly used in western developed country like American and England, whose occurrence was not occasionally but was accompanied by the occurrence of such conception as "Service Administration", "Democracy Administration" ,"Good Management", which were gradually became the core concept of theory research and practice, the background of government performance evaluation is economic and information globalization, the governmental old model of low-efficiency has could not accommodated with the development of society and the demand of citizen, therefore, the occurrence of government performance evaluation was necessary and aimed to respond society and citizen as good as government can.These conceptions like "Service Administration", "Democracy Administration", "Good Management" reflect a innovation trend that use the theory included in them to adjust and improve the relationship within public organization and between public organization and society, there is no doubt that government performance evaluation, in the course of the adjustment, plays a significant role. As well known, how to provide efficient or high-quality public service for citizen is a big challenge to governments all over the world, the challenge was inevitably to bring more and more performance evaluation and the display of the result of performance evaluation from more and more direction like media, public, so, whether a government can design a reasonable performance evaluation system and take good advantage of the result of evaluation or not is a much important factor which decides whether the government can face the challenge. As a result, analyze government performance evaluation and construct a reasonable system is very necessary and urgent.After making a deep analysis of government performance, it is easy to reach a conclusion that there exist a big difference between public sector and private sector. In fact, from the respect of value orient, main body, object, methods, government performance evaluation is more complicate and changeable. Government performance evaluation must ensure its value orient, the multi-dimension of the job of government decide that the value orient is not only one. How to balance those different even contradictory value orient and construct government performance evaluation base on the democracy regime is just the primary and main target of the system of government triple performance evaluation developed and constructed in this thesis. Based on the theory of Service Government, the system, from the angle of economy, democracy and zoology, through the construction of static balance system and dynamic balance system, developed the triple performance evaluation integer system to solve the self-conflict of the factors such as the value orient, the interests of main body and object, the course, etc,.Government performance evaluation is a complicate and changeable system, the triple government performance evaluation is just one of the systems, as time goes by, the system must be modified gradually to really improve the government performance to suit the development of society and meet with the requirement of citizen, to maintain citizenship, realize public interest and provide high-quality public service in a better way, which is just the original intention and end-result of the system of government triple performance evaluation based on the theory of Service Government.
