The democracy of socialism is a permanent aim of Chinese revolution and Chinese feature business leaded by the CCP ,and also is the requirement of CCP's nature and tenet .The Chinese history and political practice demonstrate that the CCP's leadership ,the basic premise of politics ,is a must to construct the democratic politics of socialism which mainly includes two aspects ,namely ,the democracy of the CCP and of the people .The two aspects connect closely ,develop harmoniously with each other ,and advance together .As the only lawful party playing a dominating role in China ,the CCP ,together with its democracy ,has absolutely effected the development of the democracy of the people because of the following reasons : firstly ,the democracy of a dominating party in a country not only influences directly the development of contemporary political siytems , but also has the direct relationship wit the direction of the democratic politics of a country , especially in the condition that the CCP is the only lawful party playing a dominating role in China .The advancing drive of a country's democratic politics tends to include two sides : as for the interior drive ,it is displayed by the political system's self-renewal ,consummation and advance ,that is , what the dominating party pursues eagerly are the authoritative resources of governance , the governing achievement and the maximum of political legitimacy .As for the exterior drive ,it is mainly includes the requirement of the market-econimic system ,the gradual establishment and development of citizen-society , the diversion of beneficial structure and so on .The former , which decides whether the latter could function effectively , is the key in these two .So a party's democracy makes the core of the democratic struture of political system, and should be the most significant factor to put forward the advance .Secondly ,the democracies of the party and of the people are consistent in essence, for both of their purpose and tenet is to put the thought that the people become country's owner into reslity. Thirdly, an excellent democratic system and environment of the dominating party's democracy can urge the people's democracy to innovate and advance consistently .At the same time, the development of people's democracy is tot limited by that of a party, and oppositely, the innovation and development of the latter have a significant effect on the former partyly in some specific practice. And essentially, both of them advance interactively. The realization of the CCP's democracy and the people's democracy interacting harmoniously depends on the consistent innovation, the potenticality to unearth fully the contemporary system, and the discovery of system's functions .First of all , the CCP's congress system should make every length to consummate the experimental-unit reform of permanent tenure in office, and consummate the democracy and supervisory system of the CCP with permanent tenure in office of the Party representative's Conference as the starting point. And then ,the relationship between rights of leading from the CCP and of the NPC should be understood and handled correctly. Only to enrich, consummate and ensre each function of the NPC system can guarantee the healthy development of the people's democracy.
