The Research On The Party Ruling Style By Law In The Organizational Of Political Power At The Grass-roots Level

The paper is made up of the preface, the text and the conclusion. The preface briefly introduces the background of this paper, writing purpose, writing meaning and research styles. The text is composed of four parts. The first part is the basic theory of governance. This part consists of the basic meaning of governance and its styles, it also introduces elementary research of the CPC's ruling style during the period of democratic revolution of Political Power Building in Base Areas, ruling style after China's foundations and under the Planned Economy and reform and renovation of the CPC'S ruling since the Third Plenary Session of the 11th Party Central Committee .We will drew a logical conclusion that the CPC'S Ruling by Law is the unparalleled choice, according to scientifically inducing and summarizing the experience and lessons of the CPC'S ruling styles from the positive aspect and negative aspect during the three stages. The second part is the theoretical foundation of the CPC'S ruling by law. It focuses on the legal principle foundation and the constitutional basis. It clarifies important content and requirement of the CPC'S Ruling by Law. It is the scientific summarization of governance theory and experience since the foundation of People's Republic of China. The third part is to introduce the importance of the CPC'S ruling by law. Then this section introduce current situation and problem of the CPC'S Ruling in the organization of Political Power at the Grass- roots level in Chinese Villages and Towns. It points out the phenomenon which includes administrative functions of Party organizations at the Grass-roots Level, the party and government is not separate from each other and the party practices the function of the government. There are some problems for example thin power of the township party organizations, asymmetric responsibility and authority, unconformable to the New Situations and the low Quality and Ability of Township party's government cadres. We analysis the reasons of above Problems .The forth part is very important in this article. According to this part we will know that we can reform and perfect the Problems' Reasons on Party Organization's of Political Power at the Grass-roots Level. First, we develop the democracy inside the party and strengthen capacity and levels of ruling way by law at Grass- roots Level Party's Organizations Second, township party organizations needs support and guarantee the NPC Using State Power according to Law in town Third, township party organizations need support and guarantee the Local Governmental Administration by Law. Finally, township party organizations should carry out the idea that is establishing the party for the public and ruling for the masses and bring the very role in the construction of harmonious society.This paper discusses the principle of Ruling and Governance with the concept; it reveals the profound connotation and realistic meanings of the ruling style by law. We analysis it clearly, from the aspects of history and demonstration, set forth the deficiency of the ruling style of party in the organization of Political Power at the Grass- roots level in Chinese Villages and Towns, and put forward the feasible scheme which needs reform and perfect. The paper adapts two styles. One is to analysis the history, the other is to analysis the demonstration. It bases itself on the current situation of Party Organization's ruling style at the Grass-roots Level in Chinese Villages and Towns. And it point out that the Party Organization at the Grass-roots Level must rule by law. Thereby this paper has reached whether from theory or practice.There are much more papers which focus on the ruling style .we also can see some articles about the ruling style and the capacity of riling. But if we connect the basic theory of the CPC's ruling by law with the Party's ruling style at the Grass-roots Level in Chinese Villages and Towns, the paper about this is much letter. So I want to reveal this problem overall. And anticipate that it can provide a new way , which the Township party organizations can use it to rule by law and carry out the theory of establishing the party for the public and ruling for the masses. Finally it can help people construct harmonious Society and new county.
