Study On Thought And Behavior Of Village And Town Cadres During The Era Of Post-tax-and-fee

The total abolition of the agricultural tax marks the end of the era of agriculture supports government" and China steps into the era of post-tax-and-fee and the work focus of governments of villages and towns has moved from "taking over the grain and receiving money" to serving farmers' problems. However, either the work idea or operational modalities of the government of villages and towns, or the thought and behavior of the cadres has failed to adjust and change with the change of the era of post-tax-and-fee and it is not in conformity with rural job requirements of new period. Against this situation, the author has investigated a lot of towns, including Niutian town, Huping county, and attempt to explore the puzzles, thought and behavior change course which the governments of China, particularly the governments of the villages and towns are facing in conjunction with the author's long experiences in government of town. Based on it, the author sums up the experience and work out a correct reference for cadres of villages and town to walk Out of work plight and correct mentality by studying the success and failure in the process of institutional reform and management system reform, which is helpful to improve the public management and public services and to promote the constructing of a new socialist countryside.
