The Analysis And Construction Of The Motivation Mechanism To Prison Policemen Of Shandong Province

Motivation is the eternal subject in the human resources management. It is the key point to realize effectively the organization goal by establishing sound motivation mechanism. The prison policemen are the special community in domestic officials. It's very important to establish effective motivation mechanism, to arouse their work enthusiasm fully and to enhance their work achievements. All of these steps are not only beneficial to their individual development of prison policemen, but also to impelling the prison work and promoting the realization of prison work goal. This is the core content for strengthening prison policemen troop construction by establishing perfect prison policemen motivation mechanism.The policemen in Shandong provincial prisons are taken as the study object in this paper. What I have done is how to analyze questions, and then search the cause, then propose the countermeasure based on the reality of Shandong provincial department and prison policemen. The goal of these works is the construction of effective motivation mechanism, and of highly effective, industrious and strenuous prison policemen troop. All of these can promote the reform and the development of prison project.All the research works in this paper are conducted to the motivation steps of present Shandong provincial prison policemen by the form of questionnaire, visits and discussion. The method used in this paper is the combination of quantitative and qualitative analysis. Shandong provincial prison policemen are part of the prison policemen, and they have special professional characteristic. There are many serious expiration phenomenon discovered by the analysis of the present motivation steps, such as the unreasonable reward allocation, unfair performance appraisal, deprecatory duty promotion, the bad actual effect between the commendation reward and the thinking education, inadequate participative management and the training cannot meet the requirements. The most immediate cause of the policy expiration is that the objective fair performance appraisal system has not been established. The basic reason of insufficient motivation function in management steps is the lack of the people-oriented concept, advanced technical method and the law policy restriction.Based on the theory of human nature assumption and the basic motivation theory, the method and countermeasure for the establishment of the prison policemen motivation mechanism are proposed in the paper. Research results of western and domestic official motivation and the practice experience of the prison policemen are also used in the paper. The method and countermeasure have certain innovation. As the special official community, these countermeasure and method should not only effectively enhance the work enthusiasm of Shandong provincial prison policemen, but also accord with the law policy. So they will be applied in reality and will be highly feasible. The motivation mechanism established in the paper for Shandong provincial prison policemen is based on these basic principles, such as benefit, justice, merit, validity and system. And the motivation mechanism model is established in these foundations. Many methods such as duty promotion,wages allocation, commendation reward and training system are proposed as the standard of establishing the objective fair performance appraisal system.There is also a question of external motivation, especially the finite material motivation resources. The method is proposed that internal motivation should be strengthened based on the consummation of external motivation steps. That means the work enthusiasm of the prison policemen will be aroused by the satisfaction of the works itself. These basic methods such as the perfect participative management mechanism, the enhancement of post exchange, the strengthening of thinking education and the construction of excellent organization culture are the consummation of internal motivation.
