Research On Model Construction Of NGO's Participation In Social Management

As the thoroughness of reform and opening-up as well as the development of social market economy, many factors such as interest division, value pluralism, complex contradiction, and increasing risk impose extremely great tasks on social management, traditional single management model in which government undertakes the whole social management is being severely challenged. Meanwhile, NGO in China grows rapidly, and plays more and more important role in society. Therefore, under new history condition, it is very significant to explore the way of promoting NGO's participation in social management to relieve government stress, so as to improve the whole social management.Based on citizen society theory, theory of good governance, theory of market failure and government failure, this thesis analyzes the development and content of western social management function, and summarizes the enlightenment of western social management practices to social management in China. In addition, this thesis also concludes the present situation of NGO's participation in social management through the analysis of the current development situation of NGO, the social management fields in which NGO participates, and the dependent factors that influencing NGO's participation in social management. Based on analyzing the traditional social management model and its disadvantages, this thesis constructs a graph of the social management model with NGO's participation. Furthermore, it analyzes the interaction of NGO and other social management subjects under new social management model. Then it puts forward that the reconstruction of a new social management model from the perspectives of social management concept, mechanism, procedure, and manner. At last, by method of case study, and with Dalian City as. an example, this thesis analyzes its ways of developing NGO and the role that Dalian NGO plays in social management. Through these analysis, the thesis further illustrates that under present historical conditions, it is obligatory to break the social management system under which confound functions of the government and the society, the government and The Third Part or NGO and the government and enterprises due to planned economic system. In addition, it is a must to bring NGO into the mode of social management through effective ways, in the end establish a new social management model.
