The Study On The Relationship Between Government And Non-profit Organization At Governance Theory Angle

According to triple-way of the human society activities of country, economy and civil society, modern society can be divided into three interconnected system of the public sector, the market sector, as well as non-profit organizations (NPO). Since reform and opening up, China's NPO have made considerable development and have become a new principal in public administration field. NPO have obvious advantages in promoting development of society and satisfying public needs of people. What relationship should be established between government and NPO for improving public administration efficiency and society development .That is an exploring and updating question. Because of these reasons, this paper adopts new angle of governance theory to study the question.Governance is management ways'colligation of individual, personal or public organizations. That is to say, it is the process which relieves different or conflicting benefits to adopts combine actions. It affirms definitely that every organization for collectivity action has to depend on other public organization's power. That is to say, every organization for collectivity action must depend on other organizations, and in order to reach their aims, they have to change their resource, talk the same aim and the results of change are decided by actors and environment for exchange.The development process of our government and NPO includes the term before 1949, the term within 1949 to1978 and the term after 1978. The relationship model between government and NPO can conclude loose model, rule model, and government -led cooperation model.It is necessary to learn other country's cooperation relationship between government and NPO. From these models, we can get some edification. The first one is that government's attitude influent the development of NPO. The second one is that cooperation between government and NPO is certain. The third one is that NPO get the fund support from cooperation. The fourth one is that the cooperation needs law protection. The fifth one is that the cooperation needs prefect monitor system. At last, the cooperation establishment must basis on our history and tradition.This paper studies how to establish cooperation relationship between government and NPO from three angles of government, NPO and society. Government should improve the law support system, fund support system and policy support system, and optimize the government function. NPO should deal with the relationship between NPO and government well, get fund from kinds of channel to reduce the dependence on government, and establish inner governance system. Society should do well as a supervisors and evaluators, and provide abundant resource support.
