The Research On The Cooperation Model Between The Government And Non-governmental Organizations Of The Rural Left-behind Children's Care And Protection

It's known to all that the problems of the rural left-behind children have become a kind of phased problem of the economic and social development.As a large labor exporting province,Jiangxi possessed the largest number of the rural left-behind children in our country in 2016.In order to provide them with an effective safeguard,the government is trying its best to make strategies.However,it's inevitable for our government to encounter the market failure and government failure when providing this group with care and protection,which puts forward an objective requirement for the non-government organizations to take an active part in the supply of the public goods and services.Therefore,it has become an effective governance way to establish a cooperation model between the government and non-government organizations by purchasing public services.The Protection Center of Minors of Jiangxi Province has purchased the social safeguard services of the minors from the non-government organizations for two years in a low,which aims to construct the cooperation model between the government and non-government organizations of the rural left-behind children's care and protection.On the basis of summarizing and collation of the existing theoretical researches and practical experience,this paper which uses a comprehensive method of literature research,case study and interview has taken the project of social safeguard services of the minors in Jiangxi province in 2017 as a case.The author tries to make in-depth analysis on the establishment and features of the model.Additionally,based on the analysis of the cooperation model,it would carry on a discussion of the value orientation and action strategies of the Protection Center of Minors of Jiangxi Province,the local civil affairs bureaus and the non-government organizations,and detail the multiple relationships formed by these participants.And the author attempts to use the way of combining theoretical exposition with case analysis and establishing a connection between the problems and the possible causes.And in order to clarify the limitations of the model,the work docking between the Protection Center of Minors of Jiangxi Province and the non-government organizations and the coordination between the local civil affairs bureaus and the non-government organizations are discussed separately.Meanwhile,it will be divided into three parts which includes service purchaser,local civil affairs bureaus and service provider to discuss the possible causes.The study shows that the government departments do not completely ignore their records during the project.And the behavior of the local civil affairs bureaus also exposes the limitations of the entrust management.Besides,due to the lack of professionals and resource dependence on the government,the non-government organizations who play a role of project undertaker do not always meet the real need of clients.Therefore,this paper which is based on the analysis of the accomplishments and experience of the cooperation model may propose some specific suggestions from the government side and the social side.And it's necessary for the public to strengthen the publicity of the non-government organizations and their activities and give full play of social supervision.These methods may make the study of the cooperation model further deepened.
