The 21st century is the key period for china's modernization. Arrived 2020, china will fulfill the moderately prosperous society which benefit over 10billion people according to the central government's plan. Around 2050, china will fulfill the modernization and become a milled-developed country. The aim of modernization and fulfillment is closely relevant with the promotion of people's quality. China's modernization in its nature is"the people's modernization."The peasants cover the major part in china and most of them low brow. This is the basic national situation. Therefore promotion of peasants'quality will directly prompt china's modernization and it is also an important step of reviving china.Modernization is the current theme of china's social development .Based on the background; it has significant meaning to study the promotion of peasants'quality. This thesis mainly focuses on the peasants'quality in china's development.According to analyze their present quality and reasons, the thesis mainly takes about how to promote the peasants'quality in realizing china's modernization. The whole thesis has four parts:The first part mainly talks about background and significance, basic framework, and the method of studies.In the second part, it is necessary for china to promote peasants'quality in realizing its modernization. First, the meaning of peasants'quality will be introduced and talked about. Then, the interaction between peasants'quality and modernization will be talked about. Finally, the significance of peasants'quality promotion on china's economic growth, agricultural modernization, new-countryside construction and moderately prosperous society in all respects is analyzed.The third part concerns the current quality of china's peasants and its reason, including cultural quality, production quality and political quality. By comparing the quality between townspeople and peasants, the low quality of peasants will be demonstrated. There are four reasons for such a situation: national factors, conceptual factors, institutional factors and resources factors. The unequal social environment caused by people is the radical reason for restrictor the development of peasants'quality.The fourth part covers the measure and suggestions for promoting peasants'quality. The government should take the major responsibility. In the field of concept, we should take people first and adhere to outlook on scientific development. In the field of administration, we should administer by law, and perfect the legal system for protecting peasants'rights. In the field of society, catching the opportunity of new-countryside construction and strengthening the countryside's infrastructure and social construction. In the field of institutions, we should reform the educational system in countryside, enhance the peasants'quality of science and culture, perfect social system, and promote the reasonable flow of surplus labor power from the countryside.
