KMT government electoral system under the five-power Constitution theories raised by Sun Yat-sen and the democratic ideas, and on the basis of the practice of the attempts and development of electoral system building in the early Republic of China, and in a certain political context, was set up by KMT, which is one important part of the positive results of China's political civilization. To attach importance to and strengthen the studies on electoral system of KMT government is of great significance for our modern understanding of China's democratic politics development process, drawing on the experiences and lessons, developing socialist democratic politics and creating a harmonious socialist society. But now on the subject, academics lack comprehensive and systematic combing, and in most cases evaluate it in a negative way. The author tries to do systematic research on the KMT government electoral system, including the background, objectives, contents and impact so as to breakthrough theoretical restraint of the traditional concept, deepen the previous awareness of KMT government electoral system and make a realistic analysis and evaluation.The full text is divided into six chapters, which are summarized below:Chapter I, the gestation of KMT to set up the public opinion agencies. It takes up the following three questions one by one, including the establishment of training institution, the brewing of the public opinion agencies during the training political period and the gestation of the public opinion agencies of the period of constitutional institutions. From these three aspects, it discusses the social background of the public opinion agencies.Chapter II, the electoral system of the National Participation Committee. It inspects the main content of the electoral system of the National Politics and its operational situation during the War of Resistance against Japan, and evaluates the content of the electoral system from the historical progress and the limitations. Chapter III, the National Assembly electoral system. It inspects the main content of the National Assembly electoral system and its operation before Anti-Japanese war and after the War of Resistance against Japan, and evaluates it. I think the post-war system of the National Assembly elections has been relatively perfect, reflecting that the trend of democracy politics was continuously strengthened.Chapter IV, the Legislative election system. On the basis of a series of laws and regulations based on the Constitution, such as "Legislative election and recall of members of the Legislative Council" and the " the ordinances of the Legislative Council election and recall of members ", it inspects the formation of the Legislative members of the Legislative Council before the Constitution and after it the main election system content, through the comparison and analysis, to come into being an evaluation that "it is a kind of progress to take members of the Legislative Council by universal suffrage of the Legislative comparing to the members of the Legislative Council appointed by the Central Government in the period of training politics ".Chapter V, the Supervise electoral system. From two aspects of the formation of the supervisor before the Constitution and the main elements of the electoral system after Constitution, and through comparative analysis, I think that the Constitution of the Supervise after the election system compared with the period of political tutelage more complete and reflects certain democracy, having marked progressive significance. However, due to the KMT's one-party system and so many constraints and restrictions, the Supervise electoral system was permeated into a strong "party rule" color, so it is really difficult to play the role.Chapter VI, the evaluation and reflection of the history of the electoral system of KMT government. Through comparing to the elections of the early Republic of China, political parties of the Western capitalist and the elect of Chinese revolution base, we can reach the following conclusion: compared to congressional elections of the early Republic of China, the KMT government's electoral system is more perfect, the degree of democracy has been enhanced; and compared to the political parties of the Western capitalist countries, the Kuomintang tightly controlled elections, to a certain extent, undermined the democratic and fair principles of the electoral system; compared to revolutionary base under the leadership of the Chinese Communists ,the KMT did not mobilize the masses to participate in the elections, so that the masses basis were greatly discounted. Therefore, any good running of democratic system must be built on updated concept, any democratic politics can be operated properly which must be in a stable social environment.
