Research On The New Management Mode Of Military Construction Project

This thesis investigates the military project construction management mode from the perspectives of the military project investment management , the military project construction mode and the military project operation mechanism. Supported by historic materialism and polemic materialism and based on the knowledge of comprehensive systematic project, project management, motivation theory and economy, the study analyzes current situations, that is, the problems of the military project construction management mode. With the experience of the reform and management at home and abroad, the study establishes a new military project construction management mode. The main contents are as follows:The thesis properly classifies the category of military project management mode, including three modules: the military project investment management, the military project organization and execution mode and the military project operation mechanism. The military project investment management system consists of investment subject, investment object, project decision mode; the military project organization and execution mode makes up of administration management and project organization mode; the military project operation mechanism includes project management activities method and the operation of management strategy.Analyzing the historical process and current situations of the military project construction management mode and investigating the situations of government investment in project construction management mode at home and abroad, the study concludes the following problems: the diversity of investment sources, unscientific investment strategies, and the combination of management organizations, unprofessional construction organizations and the imperfection of project management methods. Based on the above findings, the study points out that the military project construction management system should orientate towards the unified investment source, scientific investment strategies, professionalized construction mode and scientific project management.The military project construction management mode is redesigned. In terms of the investment mode, the method of unified investment sources should be carried out; that is, all the outlays should come from the budget of military outlay in project construction, curbing the situation of self-raised outlay. In terms of project decision, the methods of expert investigation and hierarchy analysis should be introduced, which can solve the problem of random decisions and subjective judgment to some degree. In terms of organization and execution mode, according to the separation rule of "investment, construction and employment", professional project management organizations should be established. In terms of project management operation, according to management rules and methods, each stage in the process of project construction should be regulated. Lastly, the post- evaluation method can be adopted to evaluate project implementation, which can promote new project management and investment profits.With the case of project management mode reform in a military unit, the thesis expounds the application of the system, verifies the good effects of the new system.The innovative point of the thesis is the design of a new military project construction management mode.
