Reinforcing the advancement of cadre's competence is the linchpin of government management. The party and the government have been devoting a mass of human resources and fund to the cadre education and training. Meanwhile, the output of the work is unsatisfied. We may search the reason from the inner condition of cadre's. Lacking of learning motivation is such an important inner factor that could not be ignored. Therefore, the research took use of two questionnaires, investigated nearly 4,000 cadres in shanghai on their learning motivation and value. Using the basic method of social research, the author managed to dispose the data from the survey, conceive the relationship model of cadre's value and their learning motivation, which is used to reflect on the work of cadre education and training from the aspect of human value, and used to put forward some suggestion for improvement.The main content of the dissertation as follows:Chapter 1: Introduction. Mainly express the research origin, value and design, point out two research assumption: a. Cadre's value would influence the learning motivation of cadre education and training; b. Different value will work on different learning motivation separately.Chapter 2: Concept definition & related literature interview. This chapter defines the connotation of basic conceptions, analyses the related subject of the research, including the cadre education and training, learning motivation of adult, value. Using related government documents, research reports and academic output for reference, the topics are selected, the points are made, the materials are prepared, and good support are provided.Chapter 3: Relativity analyses of conception modeling. Based on the output of former research, decompound and reduce related variable, build the conception model which is waiting to be proved.Chapter 4: Relativity analyses of investigation. Explain the brass tacks of investigation. Present the actuality of cadre's value and learning motivation in shanghai. In the way of a step-up analyses, search for the most influenced variables of two conceptions, and correct the conception model in chapter 3, make the proved relationship model of cadre's value and learning motivation.Chapter 5: conclusion and reflection. Taking use of the proved model, validate the former assumptions, and get conclusions. Using related value theories, reflect on the work of cadre education and training, put forward suggestions for improvement.
