| Since the Third Plenary Session of the Eleventh Central Committee, our country has entered the new age of opening up and Socialist construction. According to this, cadre system reforms also start a new exploration. Among them, civil servant cadre position competition reform is one of the most significant reforms in cadre selection system. The position competition discussed in the paper is about disclosing position and criteria in a certain coverage, finding candidates by open enrollment, examination and defense, mass assessment and organizational inspection, then selecting cadres by regulatory procedures and under cadre management restricts.
