Self-governance among villagers is a basic system that farmers directly exercise their democratic rights to deal with their own affairs in accordance with the law, achieving the goal of exercising self-management, self-education and self-service. It is an important move in promoting democracy in the rural areas. Its main contents are "four democracies" of the "Organization Law of Villagers' Committee"—Democratic Elections, Democratic Decision-making, Democratic Management and Democratic Supervision. Within the more than 20 years, we have made certain progress in the development of self-governance among villagers, but there are still many problems. Some indications show that the development of self-governance among villagers has gradually deviated from its course of the fundamental democratic system, and deviated from the objectives and the essence of self-governance among villagers system. In the report of 17th CPC, it points out that we must stick firmly to develop socialist political democracy, to expand socialist democracy, to build a socialist country within the law and to promote socialist political civilization. Of the 1.3billion Chinese people, 800million are in the country. Therefore, it is an essential problem in fostering China's political democracy to expand and develop the fundamental democracy in the rural areas and ensure that peasants can fully exercise their democratic rights. Therefore, during the development of new socialist rural construction in the new historical period, we must actively promote the "return" of the self-governance among villagers to make it in the course of the rural fundamental democratic system and return to the original meaning of self-government.This paper is to make a profound and systematic analysis on the deviation of self-government among villagers under the guidance of the essence of 17th CPC and on the basis of complete understanding of autonomous system, with the help of standardized analysis, empirical analysis, integrated analysis, historical analysis methods. This paper also illustrates the main indications of the deviation in the self-government and its causes and some concrete measures to correct the deviation in the background of new socialist rural construction.This paper includes four parts: Part one briefly introduces the concept, the content, development history, as well as historical significance of the self-governance among villagers.Part two focuses on the alienation of self-governance among villagers, and its main indications.Part three analyzes the cause of alienation. Through analysis, the author points out that shortage of the driving force, a relatively low level of market economy in rural areas, traditional institutional constraints, insufficient supply of system, the excessive power of autonomous organizations, and the lower quality of the subject are the main causes.And part four is the focus of this paper, in which the favorable conditions and the measures of promoting the "return" are analyzed. The author concludes that new rural construction has brought opportunities and drives, created favorable environment and provided, solid economic foundation in the "return" of self-government. In the new period, first of all, it is essential to speed up the reform of the political system, and improve the supporting system to create a relaxed environment in the external system. Second, it is also important to establish and improve the relevant system of self-governance among villagers: perfecting laws and regulations of self-governance, improving security mechanisms and operating mechanisms of self-governance among villagers. Third is to strengthen the building of rural organizations, and building a new village governance structure. Finally, and the most important is continuously enhancing democratic quality of the autonomy subject.
