The Enlightenment To China From The Construction Of Korea Social Security

In the early 20^th century, china has faced the great revolution of economy and society. With the development of industrialization and urbanization, the current dualistic social security system has met various challenge :the appearance of a large number of land-lost fanners, the concussion brought from migrant farmers to urban areas, the lack of social security for the elderly in rural areas , the problem of rural land circulation and so on. Dualistic social security system can't follow the step of urbanization development. On the research of South Korean social security system, the paper analyses the establishment, development improvement and reformation of South Korean social security system, introduces the current situation and the problem of this system. As well as, it explores the way of South Korean social security reform, which contributes to the development of social security in china.In this study, the author analyses and discusses South Korean social security system from four parts:The first part mainly analyses the course of development and current situation of South Korean social security development. In this part, the paper explores the history of South Korean social security from the foundation to development and from imperfect to perfect. Combined with the development of South Korean economy, it explains South Korean government how to establish social security system step by step.The paper introduces the current status of South Korean social security system. In addition, it highlights the character and function of South Korean social security. South Korean social security system includes three parts—social insurance system, social welfare system and public relief system, and social insurance system is the mayor part. South Korean social security system has almost covered the whole country through thirty years development and reformationThe second part discusses the problems which South Korean social security has met and the measures South Korean social security reform carried out by South Korean government. With the development of globalization and demography in South Korea, new problems emerge in the process of bettering social security system: a lot of dead angles of social security, the excessive financial expenditure of social insurance, the great pressure of social security caused by family structure change and serious polarization of labor market. In order to solve the problems which South Korea faces, government has carried out the reformation on public pension system and health security system, developed social welfare service and released the pressure of society, which are helpful to recover the South Korean economic development.The third part , based on the comparison between social security in china and South Korean social security, explores the enlightenment to china. Chinese social security system is in the period of deeply reform, the successful experience of South Korean social security system plays an active role in perfecting Chinese social security system, such as enlarging the beneficiary level stably and actively, mobilizing various social power to establish social security system, defining clearly the reasonability and function of government in social security and strengthening the legal system of social security.The last part is conclusion. Based on the former part, it makes a briefly conclusion.
