The reform of economic system in rural China in the early 1980s has brought tremendous changes to the rural economy, and at the same time let the direct beneficiaries make a giant stride in the construction of the democratic politics. The exact result is the villagers'autonomy system, which entitles the contemporary Chinese farmers the authority or village self-government.But, we also found that the conflict between towns and villages is an outstanding problem in building new rural areas in China, which is mainly caused by the special position of the township government in the power systems of China, double-roles of the villages' committees and the selfishness of the township government in benefits and the short age in legal normal. At present, several conflicting relationships gradually emerge in the model of"township governing and villagers'autonomy"In China: the conflicts between township government and villagers'committee; the conflicts between villagers'committee and the Party branch; the conflicts between the finance rights and the thing right and so on. The paper analyzed the causes of these conflicts and afforded the beneficial suggestions.
