Occupying an important position in the system of human resource management in the public sector, training, as an important means of developing human resources of organizational departments, is the driving force for maintaining the vitality and sustainable development of the organization. The city of Tianjin has made certain achievements in the training of cadres for many years. Being responsible for the overall deployment and arrangements for the work of cadres training, Municipal Party Committee Organization Department formulated "Education Training Plan for Civil Servants in Tianjin 2013---2017", extensive training to all cadres. Tianjin has begun the pilot work of optional course training of cadre since 2012, which is a major innovation in the training mode of cadres. The transition from learning what they have to learn to taking the initiative to learn what they want to learn reflects the people-oriented work ideas and the pragmatic demand-oriented work principle of the Party and the government. After 4 years of exploration and practice, the training of the optional course of cadre achieves very good results and is welcomed by the majority of cadres. But while experience is accumulated, problems emerge.The paper is divided into six chapters. The first chapter reviews the research development of cadres training; The second chapter summarizes the present situation of the training in Tianjin; The third chapter summarizes the problems existing in the cadre training of Tianjin; The fourth chapter analyzes the causes of these problems; On the basis of summarizing the problems, in the fifth & sixth chapter, analyzing the causes of the problems deeply and referring to the experience of Britain, American, France and other countries suggestions to solve the problems are put forward, such as to establish a scientific concept of cadres training; to improve cadres’ training system; to make scientific training plan; to perfect the evaluation mechanism of the cadres’ training and to complete a sound incentive mechanism for cadres’training.
