Everyone has their own needs. But this needs isn't be completely self-sufficient, which is the ultimate reasons origin of government. In the human long process of growth continuously from generation to generation, various achievements are related to the Government, and similarly, many of the disadvantages and shortcomings also related to the Government. There is no doubt that the purposes of mankind form a government in order to create a better society. So mankind began to explore good government very early. But so far, mankind's still aren't to crack the secret of good government. Researching government management mode has become the much-needed for the development of theory. At the same time as the socio-economic, science and technology rapid development and the functions of government have expanded the scope of coverage, the effectiveness of direct bearing on the state's international competitiveness, and relates to sustained economic and social development, and relates to the present and future generations of well-being. Under the background of After China's WTO accession in particular in the face of the global challenges of the Governance Reform, the management model for study is of extraordinary significance faced by the developing countries to resolve the administrative reform, of this total pressure to enhance the core competitiveness of countries.This paper starts from harmonious human assumptions,limited resources assumptions,characteristics environmental assumptions. It mainly uses the method of combining induction and deduction. Primarily focus on the premise assumptions, Axiomatic derived to obtain feasibility theory. In a harmonious state, all reached beyond the will of the non-treated realm of ecstasy. In this ecstasy of Habitat, we naturally insight the true meaning of life : In the service people we achieve eternal life. finally it interpretation the internal mechanism,the main methods and important value.The chapter one introduce the three assumptions: harmonious human assumptions,limited resources assumptions,characteristics environmental assumptions. Humanity is endogenous and Original issues on the world. The deepening understanding of human nature reveals the direction of the track which human continual progress. Harmonious human assumptions include triple Harmony: Heaven-people harmony, and spiritual harmony, and interpersonal harmony. Harmonious human assume is that the happiness of life for the purpose , the needs harmonious development as its conditions, between people themselves, people with natural organisms Harmony, soul-scale attained good harmony and mutual adaptation covariant harmony for the meaning of human assumptions. In the new century, our government is shouldering great and arduous historical mission. It is necessary to mobilize all resources to fulfill the objectives of the ruling extensively. However, government resources are is not unlimited. So it needs efficient management. The administrative environment is the external conditions sum which administrative system existence and development. It is indispensable conditions which the administrative system existence and development. The Effective administration must ensure that exchange of information t and energy between public administration and environment. Innovation is the centers of innovation management, is a cultural atmosphere, a kind of uncertainty management.
