Election of villagers' committee, an important part of democratic politics in Chinese rural areas, is a key link in influencing construction of new socialist countryside. However, because of imperfect legislation and ineffective exercise of law, the trend of spreading of bribery at election emerges instead of being controlled, though we have got rich experience since Organic Law of the Villagers' Committees has been issued for years. The essay, on the basis of theory of public choice, through analyzing causes of bribery at election of villagers' committee, gives us a legal approach to preventing and controlling bribery suited to our country's national conditions.In the preface part introduces the forming process and major function of villagers' committee, and points out the significant meaning and existing problems for election of villagers' committee in construction of democratic politics in Chinese rural areasIn Chapter One there are details about concept and constitutive requirements of bribery at election, and analysis on difference between bribery at election and campaigning.Through comparing, Chapter Two tells us the new trend of cases of bribery at election, which paves the way for the following cause analysis.Chapter Three, based on introducing achievements of other scholars, has a deep research on causes of bribery at election making use of theory of public choice, for the purpose of laying a solid foundation for preventing of the bribery.Chapter Four mainly analyses the imperfection in administrative intervention when dealing with cases of bribery at election, the value of judicial intervention and the legal and exterior difficulties.Chapter Five gives us the author's opinion on perfecting legislation to prevent and control bribery at election.The conclusion part stresses that there is a process when solving the problem and comprehensive management contributes to temporary and permanent solutions.
