On The Construction Of China's Administrative Accountability System From The Perspective Of New Institutionalism

As an important part of the modern democratic administration, the administrative accountability system ultimately depends on a perfect set of practical and operational systems to play norms effect and realize its value. Taking the new institutionalism as the research paradigm, on the one hand, it is valuable for the analysis on how to construct the effective administrative accountability system in the context of the Chinese political system. On the other hand, it is helpful to extend study horizon of China's administrative accountability system and make it more scientific, systematic and theoretical. Taking the new institutionalism as an analytical framework, during the period of social transformation in our country, the administrative accountability system is in the multi-dimensional difficult position. In the operation, there are a lot of notable achievements, but the problem remains serious. On the basis of analyzing and drawing on practical experiences of the developed countries, we can construct the administrative accountability system which is consistent with the characteristics of the Chinese political system in three dimensions. In the macro level, we should value subjective structuring and construct new administrative accountability culture attached to putting human first. In the middle level, we should realize the importance of structural characteristics and procedures, and conduct scientific and rational system-level design, aiming at governments of different levels and all civil servants are under the supervision of the accountability system. In the micro level, we should pay attention to the interaction between institutions and people, and expand political participation of citizens actively in an orderly manner, meanwhile steadily promoting the socialist construction of civil society.
