System, The Plight And Improvement: Administrative Accountability System

Administrative accountability system is a system arrangement which is built upon the foundation of democratic politics, the supervision and control of public powers, and accountability for the results of its administration. It is an important part of the modern democratic political system and an important path of building responsible government. However, the administrative accountability system in China is facing many difficulties at present, such as the lacking of the core system, the imperfection of supporting system and maladjustment to exogenous environment. This has not only affected the performance of administrative accountability system but also blocked the improvement of the administrative efficiency, thus the pace of building a responsible government has been hampered.In respondent to this issue, this paper analyzes the supply and demand of administrative accountability in China with the help of institutional supply and demand theory of the institutionalism, also discusses and researches the changes of the contents and effects of the administrative accountability system by means of institutional change theory, finally, this paper proposes the plight of the insufficient supply in administrative accountability and analyzes the causes for creating this plight. Based on this, this paper proposes the path choice in perfecting the administrative accountability system of China from the perspective of institutional arrangement, institutional system and institutional environment.
