Research On The Farmers' Political Participation Under Villager Autonomy

Our country is a large agricultural nation, agriculture, countryside and farmers are always be our country's most important question during revolution and construction times. Farmers as our country's largest social group, their political participation make great influence on the healthy development of Chinese democratic politics, in order to develop socialist democracy and build socialist political civilization, we must pay attention to and develop farmers political participation. As China reforming and opening to the world gradually, farmers' living standard are improved, meanwhile, their consciousness of rights and interests are awaken constantly , their requirements of political participation become increased too, our country also arrange many institutional channels for their political participation. Especially after the implementation of villager's autonomy system in the countryside, farmers begin to participate in their own community's building, they use some ways such as democratic election, decision, management and supervision to realize self-management, self-education and self-service, their political participation enthusiasm are stimulated, democratic quality are educated though practicing too. However, as a country which democratic construction is late beginning, while farmers political participation develop gradually, it also has some deficiencies, these deficiencies have complex reasons, we must pay more attention to them. This paper takes an ordinary village-Y village which in Lujiang County Anhui Province as a case, in order to analyze farmers' political participation in the background of villager autonomy.This paper include from four chapters:Chapter one is introduction, the introduction of the paper mainly brings the background and significance of the subject, research situation, research method, basic concept definition, and the theoretical knowledge of farmers' political participation, so as to prepare the following theory.In chapter two, the author studies the present situation of farmers' political participation in Y village. First of all, we introduced the basic situation of Y village. Considered the farmers' political participation is weather accord with legal procedure and syeps or not, the author devised Y village farmers political participation into institution political participation and non-institution political participation. At the same time, author analyzes the question and the main manifestation of institution political participation in detail, and the main manifestation and harmful effects of non-institution political participation.In chapter three, the author analyzes the reasons that influence farmers' political participation. The author thinks the reasons that influence the healthy development of farmers' political participation include three aspects: economic factors, social-political factors and thought-cultural factors.The forth chapter is the suggestions. The author considers that after the implementation of villager autonomy, in order to promote the healthy development of farmers' political participation, we should begin with five aspects: First, develop rural economy actively; Second, effort to straighten rural relations; The third, enhance farmers organization degree; The fourth, strengthen the ideological and cultural construction in rural areas; At last, solve the problem of political participation of floating population in rural areas.
