Research On Government Information Management Mode Based On Source Control

The dissertation is divided into the following four parts:First, describing practical and theoretical background of the research; defining key concepts used in the dissertation; reviewing related domestic and foreign researches; clarifying main conclusions, difficulties and innovations of the dissertation.Second, from both institutional and practical perspectives retrospecting the front control ideas implicit in the integrative management of records and archives; analyzing the inherent defects of the front control mode through evaluating the results of the front control mode in different periods; and proposing that the front control mode needs to be changed.Third, clarifying that the change orientation is from the front control to the source control, proposing the source control mode of E-government information management and its project: an integrative E-government data center set up by E-government constructive departments.Fourth, taking the management processes of electronic official document, core government information, as an example to illustrate how to realize the source control mode.In a word, the keynote of this dissertation is to evaluate the front control mode advocated by the archivists, and then to propose an adaptive government information management mode which is based on the idea of source control. The objective is to solve the problems plaguing the archival theory and practice for years. But it should be pointed out that the source control mode is just a theoretical proposal at present and to realize it some constraints need to be overcome such as management ideas, institutions, standards and talents.
