The Ministry of Human Resources and Social Security of the People's Public of Chian was united in 31st,March,2008. The Civil Servant Bureau was held at the same time to charge the concerned matters about the Civil Servant. It"s the day to be remembered at the history of Civil Servant for the CivQ Servant having been brought into the whole human resource plan of our society. The training of the Civil Servant is the key point for the whole human resource developing. It's an efficiency way to find the person with ability, and it's also the important approach to enhance the diathesis of morality,ology and working abilities.However, the face-to-face training has a lot of weakness, such as wasting resources,training at the certain time&place, taking off from produce,the contents updating slowly,lacking personalized learning etc. It can't satisfy our practical needs. The development of the network technical has brought the revolution to the education realm. E- learning according to the network terrace is just changing the traditional training market with the principle that whole members training, and gets hot in the scope of the whole world. It was adopted by many organization. The e- Learning relies on themufti-media technique terraced from the Intranet and Internet, passing professional knowledge and the technique experience etc .to the students, making the students be able to carry on the study or accept the training by network at anytime and anywhere and converts it into the core competencies and the wealth that increasing continuously of the organization. The E- learning which makes use of the computer and Internet technical with center of human resource will be the best training method.Leading the techniques of Knowledge Management into the electronic study of the organization is a kind of trial. It can make us have great foresight for the future, clearly manage all aspects of the construction of the training resources database. It is helpful to construct and manage the system of the e-Learning. The contents are belowed:Firstly, Introducing some important theories, eg, New Public Management, Life-long Learning etc.Secondly, Analysing the present situation about Civil Servant's training and the Knowledge Management in our government. Thirdly, designing an e-Learning system which based on Knowledge Management for the Civil Servant's training.Fourthly, referencing the experiences of other foreign governments, then presenting how to conquer the obstacles during the e-Learning.Fifthly, studying the e-Learning system of the Shanghai local government.
