The Analysis Of Normal Crisis Scene In Local Governance

Along with advance of globalization course and advent of risk society, paroxysmal social public events have appeared some new characteristics and rules. These changes bring forward new challenges to concepts and policies by which government deal with crisis, and put forward new requirement for government governance environment.In nowadays society, various crises often come unexpectedly to distrust our development pace and normal life, the social structure and environment on which we are lying to live and work has become increasingly sensitive and vulnerable, this makes local government's governance environment to face a "tightened society", that is, our society is full of a sense of tension. This form of society is very fragile, and a very small impact on system may trigger the verge of great chaos and destruction. The tightened society's crisis amplification effect makes the crisis cases even stronger with the suddenness and urgency, This makes the local government to change their governance strategy to add the elements of the crisis management into daily management strategy. Against this background, this paper presents the concept of the normal crisis scene.In this paper, the research to the connotation of concept of the normal crisis scene is theoretically founded on the risk society theory, it brings the tightened society and researches the risk characteristics of it, based on that, it demonstrated the concept of normal crisis scene. After defined the concept of normal crisis scene, this paper reviewed its features, especially the features of populace vulnerability under the normal crisis scene, which is the focus of this paper as well.In this paper, the origin of the normal crisis scene is analyzed by social level and governmental level. At the social level, because of the loss of trust, in particular the loss of trust which is reflected in the distrust between the public and the public's distrust on government, the lack of trust is the exogenous variables from normal crisis scene. At the government managerial level, because of limitation in the government's management system, the government itself is creating crisis. The government is handler the crisis, while it is simultaneously the crisis maker. This paper is using more case studies to verify the government's management system defects were the endogenous variables from normal crisis scene.The concept of normal crisis scene is to detect advantages of governmental system under the current national political structure, and help the local government manage crises in a certain administration extension.
