| After the reform and opening, with the policy and measure on the Overseas Chinese affairs carried out, Overseas Chinese and the fellow countrymen from Hong Kong and Macao again pushed the donation in support of hometowns' education business and social service to an upsurge. However, at present the social atmosphere maintaining the project on Overseas Chinese' donation is fairly inadequate. Therefore, how to restrain this disordered situation to boost the project on Overseas Chinese' donation in the direction of scientific normalized and institutionalized has important practical significance. Until now, in the field on researching the OverseasChinese's donation academia particular focused on two subjects——the historyabout the donation and the details about the introduction, while the field on supervision and management still without any representative achievement. Relating to the aspect of donation law, through surveying the evolvement about it and investigating the momentous achievements derived from the legislation which played an important role in supervising the usage of the donations , we can find out that the Chinese government and the local governments aiming at their special conditions made great efforts to set down the policy and regulations. In practice, Overseas Chinese Affairs Offices established different supervisory policies for different kinds of donation and picked up various policies on the field on supervision in Guangdong Overseas Chinese Affairs Office by working out a large number of dates about the supervision business. There are some representative cases such as the management pattern of Shantou University, the embezzlement of the Li Hanhun General foundation and the supervision of several large-scale foundations, we can analyze the problems and sum up the experience existing in these cases, which has significance in guiding the supervision on Overseas Chinese affairs in the future.
