Research On Chinese Government Public Crisis Management Under New Conditions

With the development of globalization and information technology, Chinese society has undergone great changes and transformations in the fields of politics, economy and culture, which makes this age full of good chance to advance Chinese modernization construction but also challenges to evoke various social problems and crises. Due to hers long history and special background, there are plenty of latent crises and problems existing in Chinese politics, economy and culture, and all of these may have great influence and could cause furious social turbulence. There ware and will be public lots of crises, and it is an objective phenomenon under this new conditions in China.As the representative of public benefit, management of public affairs and executive of public power, facing these various public crises, government has its responsibility and duty to take right methods and means to settle these problems, and enhances its public crisis management capability to improve its management performance, and further makes social transformation more smooth. And public crisis management capability is one important capability for modern government, and is one key index to measure its management level, and is necessary to prevent crisis and reduce its negative damages. Thus how to improve public crisis management capability is a meaningful question for government management.In this research, paper starts with the discussion of basic definitions of crisis management, government public crisis management and others (Chapter 2). Then paper gives one brief comparative research of government public crisis management of some foreign developed countries, and summarizes common modes existing in these countries (Chapter 3), which will provide some useful guidelines to improve Chinese public crisis management capability. Then in chapter 4, paper investigates the achievements and capability status of Chinese public crisis management, analyzes its strengths and weaknesses. And at the same time, paper gives one case study of today's public crisis management, i.e., this paper reviews the whole process of 8.17 Shandong Event to enrich our analysis. Finally, in chapter 5, paper gives one comprehensive reference model to guide the construction of Chinese government crisis management, and specifies its components correspondingly. In other words, paper believes that crisis management system should include not only public crisis consciousness construction but also the construction of law, institution, organization, resources and other infrastructures, and should enhance the research and cooperation of public crisis management at the same time to prompt Chinese public crisis management to a higher level actually. Furthermore, paper gives one brief summary of this research and points out it shortcomings.
