The reasonable and orderly flow of Civil Servants is a signal of society progress.The Party and the government attaches great importance to the constr—uction of the high-quality and professional contingent civil servants. However, there is still a considerable gap in attracting widely talents,integration, resolving contradictions, metabolism, increasing efficiency and other areas.We need to consider seriously and explore actively.In this paper,we reference the theory results on the flow of talent from home and abroad, then explore furtherly the inner contradictions and external requirements, flow characteristics , basic function of the civil servants flow. This enrich the flow theory of China's civil servants relatively ,and lay a foundation for the research deeply.Subsequently, this paper sums up our country achievements of civil servants flow,and we make good progress on concept, institution building,democratization, and so on.However, with the economic transition, the building of democratic politics and our full integration into the international arena, a number of issues can not be ignored in the civil servants flow managemant comparing to the four upsurge of the talents flow in China , such as the excellent brain drain, lack of mobile vitality, limited flexibility,ande so on. We can look for reasons from concept, mechanisms as well as individuals. And this definitude the direction of development in the future."Stones from other mountains can be made into jade", the article continues to analyse the Western New Public Management movement's successful practice, and find constructive insights for our country civil servants flows. Considering the pr esent conditions,we provide up the solutions from target location, specific principles, cultural constuction,organizational transformation, mechanism Construction, specific links and several other aspects.In the goal of positioning,only under the leadership of the Party, we can manage the flow of the civil servants adhere to correct direction. Therefore,we must adhere to managing cadres, the masses acception,accordance with the liquidity and stability of the coordination and mobile proportionality. In the cultural construction,the government propose to build new culture, and create a conducive environment for civil servants flow. In the restructuring,we reference the experience from the West public management reform movement to improve the efficiency of the civil servants flow.In th construction of the mechanism,the paper propose the establishment of market allocation mechanisms, macro-control mechanism, incentive mechanism, evaluation mechanisms and supervision and restraining mechanisms, each of the mechanisms put forward specific initiatives and build related suitable model, and every mechanism support mutualy. The mechanisms play a strong role in the promotion and protection. We improve pecific links management level from the entrances, staircases mouth and exports.At last,the prospect of research and some issues needed to explore deeply are described.
