The Fundamental Changes Of New Daqiuzhuang Township Governments

In China,township governments,as representative of the central government at the grass-root level,are the ones that have to face directly the masses and practical problems.How well its functions has direct bearing on the economic development of a region and the livelihood of the people.As such,the study of the transformation of the functions of township governments constitutes an important part of the research into reforms of China's governmental system.Meanwhile,such study is also a prerequisite of promoting further social progress and fulfilling the target of building a relatively prosperous society.Daqiu Zhuang is one of the well-known towns in the country.When reforms were first introduced in China,its development model was copied by many regions.With changes taking place in the country's economic system and social situation, Daqiuzhang has in the same way experienced fundamental changes.As a new development model has come into being,its town government has been actively adapting itself to the new situation by transforming its priority and function.Practice has proved that reforms has enabled Daqiuzhuang to make more marked achievments in its economic and social undertakings,It continues to occupy a leading position among towns and villages of the country.This thesis is to analyze the transformation of the function of the town government in response to the changed development model to illustrate the necessity of the transformation and to point out the direction for it.On the one hand,the economic management mode has to be changed.Instead of making a direct access into enterprises,township governments should make a withdrawl from them and strengthen their functions to guide and serve enterprises.On the other hand,public management and service functions have to be increased to promote the establishment of service-oriented governments.
