Human resources allocation of police force in the basic layer is a perennial problem in prison.The symptoms currently pop out in China are insufficiency of manpower,worked over-timing,sinew over-loading, psychological overstressing chronically.All these not only harmful to the health and mind of police individually,but also affect the quality of criminal correction and improvement of prison working standard,so much as the authority of law as a whole.The essay described the existing conditions and problems of human resources allocation of police force in basic layer,expatiated how the problems affected the police individual,prison working as well as the law and order of the society.also,we analyzed the main causes of there sources allocation problems including:historical influence,extensive political trend, non-specific in classification,lagged ideology and outdated management system as well as unscientific organization structure.Finally,according to the study,we proposed three corresponding measures:legal and administrative measures,should set up the "prison guard" type police in prison and optimize the mode of resources allocation of police force in the basic layer.The essay included five chapters.Chapter 1 is prolegomenon,mainly brought out the problems of human resources allocation of police force in basic layer.Chapter 2 mainly described the existing conditions of human resources allocation in basic layer.Chapter 3 mainly expatiated how the problems affected the police individual,prison working as well as the law and order of the society,hopefully aroused the related authority to take concern on these issues.Chapter 4 mainly analyzed the main causes of the resoures allocation problems,tried to explore and find out the key factors of these problems.Chapter 5 proposed three corresponding measures according to the study in chapter 4.
