Recently, the competency is one of the critical issues on human resource management .Since its first introduction to China in the 1990s, many scholars have kept on studying it.,through constructing the competency model, scholars put forward many kinds competency models from different angle and sides. However, the result of the literature search turns out that study pay more attention to the competency of managerial personnel, as for the competency of civil servants personnel is rather deficient. The Civil Servants an important component of our personnel, they assume the functions of the state administration. The competency of this team is particularly important about leading to the success or failure of the building socialism with Chinese characteristics. Constructing a village Civil Servants team with reliable politically, superior competency and strong power is vital to maintain the competency of the entire civil service foundation, and also the key of whether the party's principles and policies can be implemented or not. In view of this, this study discusses the competency model of civil servant personnels, with civil servant personnels of Chongqing government in order to be tried.Through setting up civil servant personnels'competency model.on one hand, it will give the reference for company recruitment and employee training, on the other hand, it will give the reference for other similar government. finally, this study does variance analysis for different sex personnels of civil servant with T test, does variance analysis for different age, working age, education and professional title with the one way QNOVA analysis.This study shows the following results:(1)Civil servant of Chongqing government competency model includes eight categories twenty nine elements which are 1)Resource Allocation and supervision: Resource distribution, regulation, setting examples, authority effect,resource searching; 2)Communication and relationship: interpersonal coordination, relationship development, social intercourse, oral expression, written expression; 3) planning and scheduling: Organization Awareness,Directiveness,goal setting, short term plan; 4) political accomplishment: political awareness, clean and devoted, Party Spirit;5) professional dedication: responsibility, Loyalty,initiative;6) thinking and innovation: innovation, strategy thought,decision making;7)continuous learning: self-development, learning ability,information collection;8) personality traits confidence, composure, tenacity:(2) competency leve civil servants in Chongqing government show no differences for different sex and working age;(3)competency leve civil servants in Chongqing government shows significant differences for different education and professional title, the higher educational levels and professional titles have higher competency levels.
