Study On The Role Of Government In The Purchase Of Services From Social Organization

In recent years,Chinese government purchasing social organization services is booming.The government has changed from directly providing public services to the purchase of public services from social organizations,so the role of the government has changed.The role of government has changed from the providers,producers and supervisors of the public service to the providers,supervisors of public services and the nurturers of social organizations.Among them,the public service provider is the general term person for demand determination,service object determination,service standard establishment,purchase behavior implementation,financial support.The change in the role of government does not mean that the prevarication of the government responsibility.Only the government clearly identifies its own role and fully fulfills its duties in order to achieve the goal of government purchase of public services.At the same time,the current research only makes a rough study of the theoretical position of the government role,lacking the detailed inquiry of the government role according to the purchase process and the empirical research.Based on the theory of contract management,this paper constructs the application framework of process management as the main line,and comprehensively acquires the practical experience of the role of government in the purchase of services from social organization.This framework expounds the role of the government in the three stages of signing the contract,executing the contract and ending the contract.Through the analysis it finds the role of government problems in the purchase of services from social organization:The process of confirmation of government-led service demand,the vague definition of service standards,the lack of effective and adequate competition,the imperfect supervision of the project,the limited cultivation of social organizations and other issues.The reasons for these problems are:the government concept is not in place,there is a conflict of interest between departments,supporting policies are imperfect,the development of social organizations is not mature,the capacity of the government to purchase services is lack.Based on the application framework and the results of the case analysis,the author puts forward some suggestions:the government should establish a mufti-participant demand management system for the public service provider,adopt the competitive purchase method and perfect to establish a clear and appropriate service standards.To do a good job of public service supervisors,the government should strengthen the institutionalization of supervision,the establishment of the whole process of dynamic monitoring system and the main body of the regulatory and evaluation mechanism.To do a good job of the nurturers of social organizations,the government should strengthen the training of social organizations and increase the government investment in the purchase of services from social organization.
