Research On The Efficiency-Building In Governmental Offices

Modern government plays a significant role in the process of social development. And the successful leading-role playing mainly relies on an administrative system of high-efficiency. To improve efficiency has been a fundamental target being pursued for all time by the office administrators. But in practice, the phenomenon of'invalid-administration'has always been an issue complained by the public, and the government's inefficiency is a usual target criticized by people. The government's inefficiency has become a very serious issue which obstructs development of social economy and enhancement of the Party's governing capacity. How to solve the problem of government's inefficiency, to explore a good way to improve the government's efficiency, and to enhance the Party's governing capacity have become an issue which needs to be researched in-depth by governments at all levels. But, at present, the research in our country on the efficiency-building in governmental offices is yet at a rudimental stage, and too shallow to reach a common ground in the aspects of connotation and operative principles. Hence a theoretical structure has not been brought into being. Due to the lack of theoretical support, it has a feature of blindness while in practice, usually with a hue of'movement'. Thus it affects to a great extend the profound research on the efficiency-building in governmental offices, and reduces the inherent value of public management practice as well.Based upon the reality, this article elaborates the significance of the research on the efficiency-building in governmental offices, and introduces the development of governmental efficiency building home and abroad. On the basis of analyzing and summing-up of the theories home and abroad of the governmental efficiency building, it systematically discourses upon the exhibition and causes for the governmental low efficiency in China. Taking the governmental efficiency building of Hebei Province as an example, it makes an analysis and draws a conclusion on the existing practical problems on the governmental efficiency building of our country in brand-new angle of view and at various levels. In the end, it forwards proposals on the policy to strengthen and improve the governmental efficiency building in a bid to offer beneficial references for governments at all levels to improve their governmental efficiency.
