Our areas are very broad and more than 56 percent of the country's population is farmers. Agriculture is still the basis of the entire national economy. As the issue of'three rural'relate to national security, rural public crises generate tremendous social risk not only impact on all aspects of the rural, such as its political, economic, social, and cultural, but also on the city and all country. A series of social crises such as'SARS','Bird flu','Pig-borne disease'and serious floods, ice hazard, earthquake, cause serious losses in the vast rural areas which implies the vast rural areas still lack basic social emergencies defense system. Therefore, the crisis management for rural public research has obvious theoretical and practical significance.Now, grass-roots governments as the provider of public service and the manager of public affairs, play a leading role in the rural public crisis management. But Non-government organizations (NGOs) as important organizations of civil society entities in rural areas fail to full play its positive supporting role. It is not enough that just depend on the forces of a few grass-roots cadres and professionals. In order to make'risk'to'chance', there must be the participation and support of social forces, especially the NGOs.This paper makes the rural public crisis of emergency management as the study issue. From our national condition, by using crisis management, public participation in theory and other relevant theories, and learning theories and practical experience of home and abroad, organizational system, operational mechanism and measures of NGOs in rural emergency management are investigated.Based on the above ideas and research content, this paper will be divided into five parts. The first chapter is the introduction, including the research background, meaning, current situation of home and abroad and the basic study ideas. In the second chapter, by using the rural crisis theory, public management theory, theory of pluralistic democracy and the incorporation theory, we get the theoretical basis for the NGOs to take part in the management of the rural public crisis. The third chapter expounds the current condition of China's NGOs to take part in the management of rural public crisis, and analysis the reason for this status. The fourth chapter deals with the development of the foreign NGOs and their relevant experience in rural public crisis management. In the fifth chapter, on the basis of learning the foreign experience and the conditions of our country, and in order to build a public crisis response network between grass-roots governments and NGOs, to improve ultimately NGOs'capability of participating in crisis management and to given full play to its role in rural public crisis management, we advise to transform the grassroots government function, to increase support for NGOs, to enhance their own capacity of NGOs, to improve laws and regulations, to enhance public awareness for crisis, to improve the supervision mechanism and so on.
