According to relevant statistics, until 2008 the figures of civil servants of Chinese governments at all levels amount to 8 million. The civil service owns large quantity but low quality, accompanied by low sense of duty and inefficiency, the insufficient incentive mechanism is one of the main reason. Our civil service system was put into implementation in 1993 which is inherits the traditional National Cadre Personnel System. However, with the process of Market economy, Political democracy and multiculturalism accelerated, the traditional personnel management mechanism is insufficient for the need of civil service incentive management. Civil service system originated from Western countries which lasted for more than 100 years, and the study of civil service incentive mechanism has a history of half a century as well. Compared to the western countries, our civil service system established no more than 20 years, which have fallen behind greatly in theory and practice. Some domestic scholars have studied the incentive mechanism previously, but it is mostly about the incentive mechnism for staffs in the enterprise and rarely about the civil servants. Therefore, this article is in consideration of the particular characteristics of the Chinese civil servants, using the basic principles of public management and economy and the methods of positive analysis and standard analysis, learning from the Westernâ– countries' rich experiences, to make an intensive study of Chinese civil service incentive mechanism.This article is on the basis of mordern incentive theories, introduces the civil service mechanism of developed countries,inclueding appraisal system of performance, salary and promotion incentives, which is of great significance for our civil service mechanism. It also expound the status and problems of the civil service incentive mechanism in our country and finally put forward the suggestion to improve. The whole paper is divided into four parts altogether. The first part defines several main concepts included incentive mechanism, civil service incentive mechanism and their classify and function. The secord part provides a summary of the study about modern management incentive theroies and the practices of civil service incentive in Western courtries, summed up their rich experience to guide the reform of the incentive mechanism of Chinese civil service system. In the third part, the article introduces the current status and development of our civil service incentive system, analyzes the problems existing in the system from appraisal of performance incentives, salarys incentives, promotion incentives and rewards incentives. In the fourth part, the author put forword her personal opinion on improvement of the incentive mechanism of civil service system of our country.
