Human resource is the first resource, China is currently working on building service-oriented government. How to establish a team of civil servants which is clean, high quality, efficient and full of enthusiasm and initiative is always a hot topic. As the implementation of the civil servant law of the people’s Republic of China, civil service system are further improved. We have set up a scientific, democratic and modern civil service management system. But civil servants are not enthusiastic about the work. The awareness of civil service incentive is deficient. The civil service incentive system is not perfect or some unfair and unreasonable factors exist. The lack of the incentive resources in parts of the township and the incentive measures is single. Those problem is a serious problem in the township civil service-incentive mechanism in our country. In this paper, we take Xinmin Town in Chengdu City as an example. Based on the practice of the township civil service incent, with the introducing of the present situation of civil servants incentive in Xinmin Town, we analysis the main problems existing in present rural civil servants. incentive mechanism of China by means of literature search, case analysis, interview and system analysis. At last we proposed measures and suggestions to optimize the township civil service incentive. And we formed five dimensions:innovation incentive ideas, improve incentive systems, motivate innovative ways, learning from foreign experience. Specifically, the paper is divided into the following sections:The first part is the introduction to explain the background, the significance, the content, the methods and the possible innovation of the research. The second part is the related concepts and theoretical review, to give several key concepts in this study and review the related research at home and abroad. The third part is the related incentive theory and its reference value. This part is mainly to reduce the hierarchy of needs theory, human capital theory, two-factor theory, equity theory, Reinforcement theory, and Statement reference value. The forth part is to accout for General situation of Civil servants of Xinmin Town, and to describe the main incentive mode.The fifth part is combined with the actual Xinmin Town, analysis several problems of township civil servants incentive mechanism. The sixth part is mainly focus on the incentive theory, incentive system, the specific operation level and stimulus dimensions, proposed how to further improve the township civil service incentive mechanism in our country.Generally speaking, on the one hand, the concept of civil servants incentive mechanism of these two elements is defined as the incentive ideas and incentive system, focusing on the research framework is discussed; on the other hand, this paper systematically expounds the interaction of incentive mechanism and the change of government functions, Introduced in the civil service management in western countries, inspiration and reference on china’s Institutional reform, the incentive mechanism of civil servant.
