This article is the competence of civil servants through training of a study,which focused on the elements involved in leadership theory and analyze thecharacteristics, and strive to make the training of civil servants competencecomprehensive and accurate summary of the new era in the civil service competencytraining should foster the quality of civil servants, especially among those withleadership qualities related quality start on. This thesis consists of an introduction,body and conclusion. Firstly, the theoretical concepts related to the competence ofcivil servants trained to define, mainly on the competence of civil servants themeaning set forth abroad for Civil Competency Model. Secondly, this paperintroduces the definition of existing academic leadership trait theory and elaboratesthe origin and development of applications for the development of leadership models.Finally, the situation Hebi competency training and development of the civil service,civil service competency model combined with suggestions of Hebi City Civilcompetency training.
